Putin Apologizes for Plane Crash but Stops Short of Taking Responsibility
Russian President Vladimir V. Putin apologized on Saturday for the crash of an Azerbaijan Airlines plane earlier this week, breaking the Kremlin’s three-day silence on the tragedy that claimed 38 lives. However, he did not explicitly accept responsibility for the incident. According to a Kremlin statement, Mr. Putin conveyed his apologies during a phone call with Azerbaijani President Ilham Aliyev, acknowledging that "the tragic incident took place in Russian airspace." The Kremlin noted that Mr. Putin initiated the call and informed Mr. Aliyev that as the plane approached its destination in Grozny, Russian air defenses were responding to an attack by Ukrainian drones targeting the Grozny airport and surrounding areas. The Kremlin’s statement refrained from attributing the crash to Russian air-defense missiles—a theory investigators in Azerbaijan have prioritized.
In contrast, Azerbaijan’s presidential office issued a stronger statement, confirming Mr. Putin’s apology while directly implicating Russian air defenses. "President Ilham Aliyev emphasized that the Azerbaijan Airlines passenger plane encountered external physical and technical interference while in Russian airspace, resulting in a complete loss of control," the Azerbaijani statement read.
The flight, en route from Baku, Azerbaijan, to Grozny, Russia, was diverted from its course and eventually crashed in Kazakhstan after crossing the Caspian Sea. The victims included Azerbaijani, Russian, and Kazakh citizens.
Mr. Putin stated that Russia had launched a criminal investigation into the crash and confirmed that Azerbaijani investigators were present in Grozny. Additionally, officials from Russia, Kazakhstan, and Azerbaijan were conducting inquiries at the crash site in Aktau, Kazakhstan.
